Yesterday President Obama issued an executive order to the EPA to get serious about cleaning up the Chesapeake Bay. The federal agency will now have the authority to penalize states that fail to do their part to reduce pollution in the ailing bay, which is suffering from encroaching development, industrial farm run-off, and aging sewer systems.
